Nigeria's e-invoicing mandate

The Federal Inland Revenue Service, now operating as the Nigeria Revenue Service, has moved invoicing to a pre-clearance model. Invoices are validated before they reach the buyer. This page sets out who it applies to, when each tier goes live, and what a point of sale has to do about it.

Last verified 24 September 2026Figures are taken from the NRS public notice of 17 February 2026. Timelines are subject to revision, so confirm against the current notice before you commit budget.

The change

An invoice is no longer a document you issue. It is a document that gets approved.

Most tax systems ask you to report after the fact. This one sits in front of the transaction.

Filed after

The old model. You issue the invoice, keep a copy, and reconcile with the revenue service later. Compliance is a periodic exercise.

Cleared before

The new model, called continuous transaction control. A business to business invoice is submitted and validated first. Only then does it reach your customer.

What comes back

A validated invoice carries an Invoice Reference Number, a QR code and a digital stamp. Those three are what make it valid, not the layout or the letterhead.

The schedule

Dated by turnover, not by company size

The rollout is phased on annual turnover. Two of the three tiers are already live, so the question for most businesses is not whether this is coming but how much runway is left.

E-invoicing go-live, review and enforcement dates by taxpayer tier
TierAnnual turnoverGo-livePost go-live reviewEnforcement
Large taxpayersIn forceAbove ₦5bnLive since November 2025January to March 2026April to June 2026
Medium taxpayersIn force₦1bn to ₦5bnLive since 1 July 2026October to November 2026January to March 2027
Emerging and small taxpayersScheduledBelow ₦1bn1 July 2027October to November 2027January to March 2028

If you are below ₦1bn, July 2027 is closer than it looks

Reporting on the rollout puts integration work at six to nine months for a business with existing systems to modify. Starting that in mid-2027 against a July 2027 go-live leaves no room for a failed first attempt, and the penalty for a technology deployment failure is charged per day.

Consequences

Three effects that reach past the finance department

Your input VAT depends on your suppliers

Input VAT is only claimable against a validated e-invoice. If a supplier cannot issue one, you lose the credit on that purchase. Procurement now has a compliance question it did not have before.

The till workflow changes

A business to business sale cannot complete the way it does today, because the invoice has to clear before the buyer receives it. Wholesale counters, account customers and trade desks are the ones affected.

Reporting becomes continuous

Consumer sales are reported on a rolling basis rather than at period end. A monthly reconciliation habit will not cover it, and neither will a spreadsheet someone updates on the 30th.

Requirements

What a point of sale has to do

Five capabilities. The last one is the reason this is an architecture problem rather than a paperwork problem.

  1. 01

    Build the invoice payload

Each sale has to produce an invoice in the BIS Billing 3.0 UBL format, which the framework specifies as 55 fields. Most tills today emit a receipt number and a total. That is not the same document.

  2. 02

Get it validated before the customer sees it

For business to business and business to government sales this is pre-clearance, not a later filing. The invoice is submitted, validated, and returned carrying an Invoice Reference Number before it reaches the buyer.

  3. 03

    Print or attach the evidence

The customer copy carries the Invoice Reference Number, a QR code and a digital stamp. A thermal receipt without them is not a compliant invoice, whatever it says at the top.

  4. 04

Report consumer sales inside the window

Business to consumer transactions are reported rather than pre-cleared, generally within 24 hours. Reporting is a separate job from printing and needs its own retry path.

  5. 05

Keep trading when the network drops

This is the requirement most Nigerian deployments fail. Pre-clearance needs a round trip to a government system, and a till that blocks on that round trip stops selling the moment the link drops. The invoice has to be queued locally, issued, and submitted on reconnect.

Exposure

What non-compliance costs

The failure penalty is charged daily, which means an outage is not a one-off cost.

Penalties for non-compliance
TriggerConsequence
Technology deployment failure₦1,000,000 for the first day, then ₦10,000 for each further day
Processing taxable supplies outside the system₦200,000, plus 100% of the tax due, plus interest at 2% above the CBN Monetary Policy Rate
Claiming input VAT on a non-compliant invoiceThe input credit is not claimable. The cost lands on you, not your supplier.
Recording a non-compliant expenseThe expense may be treated as non-deductible

Our position

This page describes the mandate, not our certification status

We would rather say nothing than imply something we cannot evidence.

The requirements above are the ones any point of sale has to meet, and they apply to SenForge POS as much as to anything else in the market. We are not making an integration or certification claim on this page.

If you are assessing suppliers against a compliance deadline, ask each one to state their position against those five requirements in writing. Ask us the same question and we will give you a direct answer about where the product is.
